Gloria’s Secret Candidate Exposed
by Perry Diaz
In a recent survey, Villar is second to frontrunner Noynoy Aquino by 11% while Gilbert “Gibo” Teodoro — Gloria’s “anointed” candidate — is languishing at the tail end of the survey in single digits. Unless there is a miracle or massive cheating in the May 10 elections, Gibo doesn’t stand a chance of winning. Simply put, Gloria wouldn’t bet her political future on Gibo.
Since it is not possible or probable that Gloria would support Noynoy, Villar is Gloria’s only viable pick. Even if Gloria tried to play ball with Noynoy, I doubt if Noynoy would be willing to play with Gloria. On the other hand, Villar had nothing to lose and everything to gain by secretly dealing with Gloria. Heck, the fact that Villar allied himself with the leftists just shows that he would deal with the Devil himself if that’s what it would take to win the presidency. As he recently said, “the presidency is my last dream.” Indeed, it’s the ultimate dream of a lifetime that he would relentlessly — and ruthlessly — pursue by any means his money could buy. And that’s what makes Villar as dangerous as — if not more dangerous than — Gloria.
The fact that Villar has reportedly planned to spend at least P7 billion of his own money in his presidential campaign manifests his steely determination to win the presidency. That kind of money would be enough to buy the election. And should Villar win the election, how would he recoup his “investment” in his campaign?
Villar claimed that he came from a poor family from Tondo. His father was a government employee and his mother was selling fish at the public market in Divisoria. When he was a boy, Villar said that he helped his mother sell fish. However, there were reports that Villar was adopted by the wealthy Jalandoni family of Nueva Ecija. When he reached legal age, the Jalandoni patriarch deeded 400 hectares in Licab, Nueva Ecija under his name.
In 1975, Villar married the former Cynthia Aguilar, daughter of a politically powerful and wealthy family from Las Pinas City. With his wife’s wealth, Villar started building and selling homes. He became a millionaire and a leader in the housing industry.
Villar enters politics
Basking in his “rags to riches” accomplishment, Villar entered politics. In 1992, he ran for Congress and won. In 1998, he was chosen Speaker of the House of Representatives. In 2001, he ran for Senator and won. In 2007, after his reelection he was chosen Senate President.
During his presidency of the Senate, a scandal erupted that would haunt Villar for the rest of his political life. In October 2008, Sen. Panfilo Lacson, in a privileged speech alleged that Villar caused the “double insertion” of funds into the C-5 extension project linking Las Pinas to Paranaque in the 2008 national budget. Lacson said that Villar allocated another P200 million on top of the P200 million already allotted by Malacañang for the same purpose. Sen. Jamby Madrigal joined the fray when she alleged that Villar “wanted the C-5 extension to cut through his property so he could sell the property at a higher price.” A month later, Villar was ousted from his presidency of the Senate.
In 2009, Villar declared his presidential bid amidst the “double insertion” scandal of which he has yet to be cleared.
One of the hazards of running for president is that your life story becomes public and everything you’ve done in the past is unearthed and exposed for all to see. One of the issues that has been dogging Villar recently was the appearance of “conflict of interest” in regard to his real estate empire vis-à-vis his elected position as a legislative leader in both chambers of Congress.
On December 22, 2009, Ted Failon, host of the“Failon Ngayon” TV show, exposed Villar’s 23 subdivisions which were all connected by the C-5 Road extension — Daang Hari Road –linking Las Pinas and Cavite. Failon showed how Daang Hari Road — instead of a straight line — snaked around the 23 subdivisions from Las Pinas to Cavite by way of Muntinglupa, Alabang, and Laguna. Failon said that the C-5 Road extension — completed in 2004 –was funded by the national budget which was passed by Congress at the time Villar was Speaker of the House and then Senator who chaired the Finance Committee. Failon indicated that Villar voted for the national budget that appropriated funds for the C-5 Road extension, a violation of Article VI Section 14 of the constitution which says in part: “…Neither shall he [Senator or Member of the House of Representatives], directly or indirectly, be interested financially in any contract with, or in any franchise or special privilege granted by the Government, or any subdivision, agency, or instrumentality thereof, including any government-owned or controlled corporation, or its subsidiary, during his term of office.” Failon contended that Villar shouldn’t have ran for Congress because he had and still has ownership of business enterprises involved in government transactions and funding.
From millionaire to multi-billionaire
In the 17 years that Villar has been in Congress, he has accumulated so much wealth. He is now ranked number five on the list of the Philippines’ richest men with his net worth of $940 million (P45 billion). He has the largest shareholding in the real estate firm Vista Land. Indeed, Villar has come a long way from selling fish in Divisoria to the multi-billionaire that he is today.
Had Villar stayed out of politics and earned his wealth through hard and honest work, he could have become the role model for the Filipino entrepreneur. But allegations of “conflict of interest” and probable corrupt practices while serving the people in Congress have raised doubts in the people’s minds about his qualifications to become the president of the country.
The question that keeps on popping up in my mind is: Is Villar’s association with Gloria going to influence his presidency and create a plutocratic oligarchy where the wealthy few govern the powerless citizenry? There is an old adage that says: “Tell me who your friends are, and I will tell you who you are.” Yes, indeed.

Your message on the above subject reveal your choice of the Presidential Candidate in this year’s Philippine Election. You may be right in that:
1. Manny Villar is rich enough and does not need anyone to fund his election expenses.
2. By your own estimate, Manny Villar is gaining grounds in his popularity and Nonoy Aquino’s popularity rating is “Waning”.
3. You may be right in speculating that Gloria Arroyo “May” push for Villar’s presidency, not because she likes him, but because he can be “Sane” enough to talk to than Aquino.
Argument: On No. 1, Villar can take care of his on campaign “Without Relying” on the Carpet Buggers whose only intent on contributing to a presidential candidate is the “Afterwards”–when they “collect” in terms of government contracts and such. Contributors e.g. “Big Business”, “Chinese Triads” and “Groupings” (Civil/high Society included)are all “Suspects” not just on speculations, but the REALITIES of THE SYSTEM.
Number two is self-explanatory.
Argument: On No. 3, Gloria has no choice here. Gibo does not expect to win and between the two, Villar is more matured and by having reach this far in his life, he can be expected to manage the affairs of government much much better than a “Neophyte” who can not even manage his own “backyard”.
By your personal political inclination for a particular candidate, you have lost the signal role of simply posting messages in BALITA-USA for Filipinos. Sorry, but we have to give our views even if it hurts.

Hi Juan Jose,
Thanks for sharing your views. It didn’t hurt me at all. On the contrary I welcome the views of my readers whether they agree with me or not.
Here’s my response to your statements 1, 2, and 3:
1. While it is true that Villar is not getting contributions from others, he is using his own money — as much as P7 billion — to fund his campaign. Villar is an astute businessman and as such he expects a return of his investment. P7 billion is a lot of money to spend in a campaign. All he needs to be competitive is P2 billion. Is he planning to use that money to buy votes?
2. Noynoy’s popularity is not waning. The last survey was commissioned by Villar so what do you expect the results would be? He gained six percent. Is that all the surveyors could deliver for him?
3. Gloria is backing Villar because he’s the only presidential candidate who would “go easy” on her when she steps down.
For the record, my role is not just “posting” messages in BALITA-USA. I am an opinion maker as well.
Best,
Perry
Thanks Perry,
I understand as you say Villar is Gloria’s anointed choice for Presidential candidate.
What do you think about Gloria inviting President Estrada as part of the National Security Council.
Estrada thanking her for the invitation and Gloria responding by thanking Erap for coming to said meeting.
Best wishes,
Jaime Calero

Hi Perry,
I always read the articles you’re sending. Thanks for contributing for the awareness of our people. However, for this one i have disagreed. If you can look further from the presidential amnesty of erap up to what he is doing now, the secret candidate of GMA, designed to break the opposition votes is ERAP. Erap is taking majority of the votes of Villar and possibly some votes from Noynoy. With a little flick of her finger (vote rigging) Gibo may end up the winner. And will end up with GMA as the prime minister or ma-absuwelto sa mga kaso nya.
Sana nakatulong. Villar is viable candidate of the opposition, Erap is not. Villar is one of the three candidates sans Noynoy (he lacks vision to lead the country) that may bring us from the pit of obscurity.

Hi Perry! Like any other businessman, Villar will try to get back his “investments” (the 7 billion pesos he will throw in his campaign)probably in the government coffers. I have nothing against businessmen. They are needed in this country to run our economy. What I am against is businessmen running in politics because their personal “interest” will always be above that of the country’s “interest”. A good question with could ask Manny Villar should he win the presidency is “Ano? I-ra-write-off na lang ba natin yung 7 billion pesos na itinapon mo sa huling kampanya?” If he would say yes, bibilib ako sa kanya…pero that yes might just be a “lie”…

Thanks, Perry.
Read your piece already – very informative. Knew some of Villar’s ’sins’ but not as much as you do. This is very enlightening.
Yoly
Hi Yoly,
Thanks for your comments. I think it’s about time that Villar’s ’sins’ are exposed. There’s lot more but I need more space. So, I’ll expose them one by one as the campaign progresses.
In my opinion, Villar is more dangerous than Gloria.
Best,
Perry
That’s scary. What else will be left of the Philippines if Villar gets elected? And given the kind of money he spends on his campaign, plus the dangerous liaison with GMA, heaven forbid!

Hi Perry,
For me, I do not trust Manny Villar. The more so because he can not even answer face to face any of his accusers. I think he is hiding something which the public should know. I pray that people should vote not because of his money.

In my opinion, you are more dangerous than Villar or GMA because you seem to know a lot or probably you seem to have a wild imagination with your conspiracy theories. It would be best that before we write anything for public consumption, we have to have solid grounds. What you are saying are mainly speculations which doesnt have solid evidence. Show your proof first before making statements like this. Maybe its worth checking also the rest of the candidates and their dark secrets. Maybe you ought to make your conspiracy theories on why some TV networks and newspapers are obviously favoring Noynoy Aquino. Maybe sometime in our history, there were secret agreements done as well. Maybe its worth looking also why some huge landowners were exempted from CARP to the detriment of some poor farmers. Perhaps there were secret agenda also. Common, if you are really serious on your thrust of exposing secrets of the candidates without favoring one, then do it for all. If you are really fair, then expose all. I assumed you have a lot of sources because you seem to know a lot of these secrets, as if you are privy to this transactions. Because if you just heard it from the grapevine, might as well keep it to yourself because you are just polluting peoples minds with baseless statements (perhaps to favor your candidate) I challenge you, if you are really concern with the country, investigate all candidates.
And lastly, I think if I have 7 billion and I will be spending it for an election, the outcome of which is uncertain, this only means that I am taking the risk, I may win or I may lose. In short, I have accepted the fact already that I may lose the 7 billion if I will not win in the election and get nothing. I have prepared myself for this eventuality. In other words, Villar is ready to lose the 7 billion. Its his last hurrah, last chance to become president because he will be old then. So, definitely, he will spend his own money to get this dream with the risk of losing it. In short, as far as a wealthy businessman like Villar is concern, it is already an expense on his part. Winning the election will be his best reward for taking the risk as he will have achieve his dream. So I dont think he is spending this much to get it back from the national coffers when he wins. Its too big a risk to take and I dont think any businessman would do that. I believe him when he said its all about the dream. This is the kind of president we want to have a visionary, a risk taker, because fighting for the country is worth the risk, isnt it…
Dear Mr. Dela Cruz,
Thank you for your comments. I respect your opinion that I am more dangerous than Villar or GMA. I’ll take that as a compliment.
I just want to make it clear that I am not an investigator, I am a journalist. I don’t make the news, I merely report the news and opinions of people on what is happening in the Philippines.
The camapign will officially start on February 9. At that time, all kinds of issues will come out in the open and the candidates will have an opportunity to defend themselves. Rest assured that Global Balita will continue inform its readers on the progress of the various campaigns.
Best,
Perry
Perry, regarding the subject, Gloria’s Secret Candidate Exposed about presidential candidate Manny Villar, can you provide a sketch/drawing of the C-5 project and how it affects Villar’s housing development? Remember what Villar said about not having to steal government money (unlike the Others!) if elected president, because he already have enough money of his own?. Among all the candidates, I think Manny Villar is best qualified and most believable.

I know that each one of us has our own opinion.
Talking About MAnny and his Money. If Manny is a billionaire and could be the riches of all candidates. He surely have a chance of winning. But it puzzled me where is he going to spend that 7 billion pesos? Is he going to spend this if he became a President or Gambling this money to win the election?
If he is going to save it to even giving away houses to homeless Pilipino if he became a President Good on him and I will Praise him for that but if he is going to give away money to people to vote for him I don’t even want to know him. Because that is bribing which leads to corruption. We do not like this to happen over and over again. We need someone that can be trusted.
i agree with lucy .. P7B? .. how many homes for the poor can that build? ..
To Mr. Juan de la Cruz,
It is not beyond our intellect to surmise that there may have been secret agreements in the past that do not involve the guy in orange. However, it is understandable why the public is affected by these so-called “conspiracy theories” because political apathy is dead. Who wants to have the same kind of government that fed us to the bulls? People want change, that’s why there is a clamor for facts and open secrets.
I find it off that your basis for defining “risk” is through a very wealthy businessman’s willingness to spend P7 billion for his campaign regardless of the outcome. Most human beings take risks in order to reach their dream. In Villar’s case, this hell of an amount could actually mean nothing to him, while to an average person, this amount is unbelievable. It may drain him for the meantime, but his skill in the area of business can give it back to him, maybe even double or triple the original amount. I think risk is when you compromise something and upon your failure to garner the returns, you lose more than what you have compromised. Let us remind ourselves that Villar has a very secure fallback in case he fails this “risk”.
There is also a very credible map which illustrates the route of the C5 roads. Please take a look at it then tell us if the attacks against Villar regarding this issue are mere political tactics of his opponents. I also suggest that you go to YouTube and look for Ms. Winnie Monsod’s very enlightening explanation about this C5 controversy. This issue is not subjective, it is highly objective! And Villar could not even give straight answers in the Senate. He is a huge coward for evading the questions which people are throwing at him. All he ever did was deny, deny, and deny. Please think a hundred times before you vote for this man.
Please proceed to this link to see the interactive map.

To Mgrev9,
Ask any thinking person and he or she will tell you that plastering your rags to riches autobiography is irrelevant. This is obviously Villar’s tactic to attract the empathy of the masses!
Just because he used to be so poor doesn’t mean that he is a person of integrity. Greed can grow in any man’s heart regardless of his social status.
Why call him believable when all he can do is deny? He can’t answer straight, for crying out loud! People who are not in politics are brimming with so many questions addressed to him in relation to the C5 controversy, but they are always left hanging because Villar is so good at walking out.
Para malinawan yung mga nabubulagan jan tignan nalang ninyo yung nasa youtube detailed explanation about C5 controversy.

hay nako basta Don’t vote for:
Someone who says “Ihahango tayo sa kahirapan” because we all know that poverty is a disease that no president can say that in 6 years time they can eradicate it. We are too naive if we are going to believe them. It’s a big big lie!!! Poverty cannot be totally eradicated rather can be lessen and it’s doable by succession! ilang president na pare-pareho ang adhikain and plataporma ang makakagawa lang nito.
Someone who spend so much money for exposure/campaign? Why spend billions or pesos while you will just receive 60K as Presidents monthly salary? It’s Hypocrisy to say that they will not stole from our “KABAN NG YAMAN” just because it is their own money! magulangan ka nga lang ng 50 pesos magagalit kana sa tinderang nagsukli sayo yun pa kayang bilyon ang mawala sayo? because they’d already gamble everything billions of pesos and that no one will let it go for free… that’s a rule life wag kayo epokrito.
Lahat ng kandidato ngayon kahit si Noynoy may kanya kanyang evil inside so for now kelangan natin maalis lang Gloria and yung mga manok nyan kelangan nating botohan yung lesser evil at least less evil medyo madali pa contain unlike yung mga makunat na at wala ng kinatatakutan kasi dimo pwede ma zero yung evil inside kahit sino meron nun epokrito kayo kung sasabihin ninyong zero kayo nun.
